Mr Ntibenda, popularly known as ‘Kijiko’ or ‘the spoon,’ is well known for introducing an alcohol ban in Karatu prohibiting residents from taking beer and other intoxicating spirits during the day time and those who breached the by-law stood to suffer arrests as well as heavy penalties.

‘Kijiko’ who reported for duty at the Regional
Headquarters last month , is however yet to officially announce
whether a similar ‘day-time drinking regulation’ would also apply to
Arusha City.
Reports from Karatu indicate that people there have resumed their ‘day-drinking’ habit as soon as Mr Ntibenda left the township.
The new regional commissioner for Arusha started his assignment here by meeting with the District Commissioners for Meru (Munasa Sabi) Longido (James Millya) Monduli (Jowika Kasunga) and Ngorongoro (Elias Wawa Lali), before addressing members of staff serving under the Regional Administrative Secretariat in Arusha. Later on he also held audiences with representatives of various political parties.
Speaking during his taking over of office, RC Ntibenda said the things he would place priority in Arusha include the transformation of the regional flagship urban center, from the current less attractive littered city into a clean precinct to reflect its legendary international appeal.
The other thing, according to him was to solve, once-and-for all, the long standing land conflicts especially in Meru, Arusha-Rural and Ngorongoro districts where the problems have been causing tribal wars, some of which costing lives.
Ntibenda becomes the 21st Regional Commissioner to serve Arusha in the country’s 53rd year after independence. Mr Edward Barongo sets the record of being the first when he was made Arusha RC in 1962. The Tanzania High Commissioner to Nigeria, Daniel Ole Njoolay who served here between 1995 and 2003 served the longest as RC for Arusha.
